Free trade in manufactures was clearly in the interests of British manufacturers in the nineteenth century. Protection was introduced in the twentieth century when the British had lost their competitive lead.

The next wave of trade liberalisation- after the Second World War - reflected the dominance of the USA politically and economically and the interests of major multinational firms in the free movement of goods and of capital. The Marshall Plan which financed trade and capital liberalisation was in the clear interest of US firms who were thereby provided with markets. In each of these cases, there was a coincidence between particular interests and the 'mutual' interest, which made reforms politically realistic.

Access to small pox vaccination was essential for health until recently but is now unnecessary. However, economic and social planning necessarily relates to the instrumental goods and services rather than to the more amorphous 'full life', and most political agendas for meeting basic needs are described in terms of the goods and services - for example, water for all by the year 2000. The human rights approach has encompassed both aspects, but in general international action has also been directed primarily at the instruments rather than the objective- such as vaccination for all children by 1990 and universal primary education.
